Women Dressed Yet Naked
Appeared
In brief
Among the signs the Prophet ﷺ foretold is the appearance of 'women who are clothed yet naked' (kasiyat 'ariyat): a loss of modesty in dress that becomes common in later times.
Abdullah ibn Amr narrated that in the last part of this ummah there will be men who ride on fine saddles up to the doors of the mosques, while their women are clothed yet naked, with something like the humps of camels on their heads. A parallel in Sahih Muslim names 'women clothed yet naked, swaying and leading others astray' among the people of the Fire.
Scholars explain 'clothed yet naked' in several ways that fit together: covered by Allah's favours but bare of gratitude; covering part of the body and showing the rest; or wearing clothes so thin or tight that they do not really cover. The point of the hadith is the loss of modesty in an age, not a verdict on any person.
Guard modesty (haya') in yourself and your household with gentleness, and judge no individual by this hadith; it describes a condition of the age, not a charge against a named person.
Where it sits in the sequence
The narrations do not put these in order, and many of them overlap. Sahih al-Bukhari 7121 lists several together.

Abu Huraira reported Allah's Messenger (ﷺ) as saying:Two are the types amongst the denizens of Hell, the one possessing whips like the tail of an ox and they flog people with their help. (The second one) the women who would be naked in spite of their being dressed, who are seduced (to wrong paths) and seduce others with their hair high like humps. These women would not get into Paradise and they would not perceive the odour of Paradise, although its frag- rance can be perceived from such and such distance (from great distance)

Imam Yahya An-Nawawid. 676 AH (631-676 AH)
Explains 'dressed yet naked' (kasiyat 'ariyat) in several senses: women clothed in the blessing of Allah yet naked of gratitude and obedience; those who cover part of the body and bare the rest; and those whose garments are so thin or tight that they clothe without concealing. He lists it among the signs the Prophet ﷺ foretold of the latter days.
Sharh Sahih Muslim, on Hadith 2128
Meaning and context
The Prophet ﷺ foretold women who are 'clothed yet naked' (kasiyat 'ariyat). The scholars read the phrase in several complementary ways; there is nothing to count, for the sign is about the loss of modesty, not about anything measured.

What the commentators said it means
- Clothed in the favor of Allah yet naked of gratitude and obedience: a moral, not merely outward, nakedness: al-Nawawi.
- Covering part of the body while baring the rest, or wearing garments so sheer or tight that they clothe without concealing: al-Nawawi, al-Qurtubi.
- 'Swaying and seducing' (ma'ilat mumilat): straying from obedience themselves and leading others astray: cited by al-Nawawi on Sahih Muslim 2128.
